摘要
現在社會隨著少子化及老年人口數增加，老人養護機構有日漸增多之趨勢，但是收容多為行動不便，甚至長期臥床。隨著以往基隆某護理之家，因負責人誤判情勢未提早疏散，在救難人員完全來不及搭救的情況下，十四名老人連病床帶人全遭淹沒、台北縣「慈民安養中心」火災及最近凡那比颱風造成多家安養院緊急撤離，其公共安全應該受到重視，否則可能使悲劇一再重演，也讓我們體會道小型安養院防災避難的重要性，故本文以小型安養院為例探討其現行消防安全及防災避難，突顯其隱藏之危險性，藉此彰顯其公共安全問題。
