液化天然氣儲槽開槽檢修問題及因應對策

摘要 本文旨在探討液化天然氣儲槽開槽檢修問題及因應對策,使用研究方法包括文獻分析法及個案研究方法,研究對象為高雄永安二期3座13萬公秉地下式液化天然氣儲槽。研究結果及發現如下,三座儲槽T104、T105、T106完成後, T106儲槽保冷夾層有甲烷存在,台灣中油公司與承攬商日本三菱重工雙方經過五年訴訟,勞委會會同相關單位會檢,證實儲槽會洩漏撤銷三座儲槽合格證;而後業主與承攬商雙方簽署開槽檢修先期協議,再進行三座儲槽開槽檢修作業,開槽作業有21項作業流程;本文對其中數項步驟極具檢修危險問題,提出檢修時因應對策方法,說明防止火災、爆炸災害事故和安全管理機制,經由本次開槽檢修成功經驗,提供相關業界參考。 This study aimed to explore the study of slot overhaul question and response strategies of liquefied natural gas tank. The research methods are including document analysis and case study. Object of study was Kaohsiung 130,000 liters of liquefied natural gas underground storage tank. The findings and the discovery are as follows. After three storage tank T104, T105, T106 complete, T106 tank kept cold sandwich with methane exist. Taiwan Chinese Petroleum Corporation and Mitsubishi Heavy Industries, the two sides after five years of litigation, Council of Labor Affairs in conjunction with relevant agencies will review confirmed leaking tank would remove three tanks certificate. Then business owners and contract agreement signed slot repair, and then to develop three tanks slot maintenance operations. Slot operations have 21 processes. We proposed repair method and response strategies which number of steps to overhaul a very dangerous issue, which prevent fires, explosions and disasters, the safety management system. Through the maintenance of successful experience in this slot, providing relevant industry information. |
