危險物品道路運送之風險控制調查研究

摘要

  本文研究乃為國內危險物品道路運送整體風險管理研究計畫之一部分。以聯合國「危險物品運輸建議書」及歐盟「歐盟危險物品公路運輸共同協議」為基準,前期研究藉由風險控制主選單與風險控制選擇矩陣兩種工具已發展34項風險控制方法。本文持續以問卷調查的方式檢視這些方法的重要性。調查結果顯示,其中重要性最高者計有10項,建議納入危險物品道路運送專屬法規規劃之近程方案,而其它24項控制方法則建議納入中程方案。此外,本文亦探討近程方案與中程方案完全執行後之預期風險,藉以呈現預期之控制效果。

ABSTRACT

  As part of a major program to relate risk controls to dangerous goods on road transportation in Taiwan, a survey investigation of the perception of government, scholars and cooperates has been undertaken. The results reveal that ten of the thirty four risk control measures, which were analyzed basing on “Recommendations on the Transport of Dangerous Goods” and “European Agreement Concerning the International Carriage of Dangerous Goods by Road”, were suggested to be listed in the first step for the legal amendment in priority while the other twenty four controls were suggested to be the second step. The average risk indexs were also examined in present work through an assumption of entire implementation of the control measures.
