摘要

  本研究藉由跑道入侵事件探討影響飛航安全的風險因素,評估所選的風險衡量因子,進一步發展出航空安全風險衡量模式,以提供政府相關單位及航空業界對航空安全管理的有效工具。
  本研究採用文獻分析與個案分析。文獻分析研究是在於明瞭導致跑道入侵因素並建構理論模型。採用復興航空GE543臺南機場失事個案作為探討,且結合SHELL理論模型和CHEESE理論分析GE543個案,分析結果強化本研究的理論模型貢獻,以研究者參考方向及提供給航空公司和政府相關單位可行性方案。

ABSTRACT

  The purpose of this study is to investigate critical factors causing runway incursion. Based on results of comprehensively analyzing related studies and cases of runway incursion, this study not only finds critical factors to cause runway incursion but also develops a theoretical model to indicate relationships among these critical variables. Furthermore,adopting SHELL model and CHEESE model this study utilizes TransAsia Airways’ GE543 for further analysis in order to strengthen the predicted contribution of the proposed theoretical model. This study expects the proposed theoretical model provides not only directions for future studies but also practical ways for related authorized departments to rethink related policies.
