台灣大規模災變緊急命令之比較研究：八七水災VS九二一地震

THE COMPARATIVE STUDY OF EMERGENCY DECREE ON LARGE-SCALE DISASTERS IN TAIWAN: THE 87 WATER DISASTER VS. THE 921 EARTHQUAKE

　　從緊急命令的歷史來看，中華民國政府在大陸時期曾發布七次總統緊急處分令及一次戒嚴令，而在台灣則發布四次緊急處分令及一次緊急命令，比較這13次緊急處分令或緊急命令，其中與天然災害有關的只有兩次，一次是1959年的八七水災緊急處分令，一次是1999年的九二一地震緊急命令，今年恰為八七水災50周年，九二一地震10周年，對於台灣百年來兩次規模最大的災變，進行政府作為的比較研究，毋寧是有趣也有意義的事情。

　　The government of ROC had declared the Presidential Emergency Decree eight times during its rule over Mainland China while having declared the Presidential Emergency Decree five times during its rule over Taiwan. Among the 13 declarations of Presidential Emergency Decree, two are related to the natural disaster, namely the 87 Water Disaster in 1959 and the 921 Earthquake in 1999. While this year is the fiftieth anniversary of the 87 Water Disaster and the tenth anniversary of the 921 Earthquake, it is significant to conduct a comparative study on the government policies in dealing with the two largest-scale disasters in Taiwan in the past century.
