運用C4ISR系統改善我國海上危機管理

USING C4ISR SYSTEM IMPROVING MARITIME CRISIS MANAGEMENT IN THE MARITIME DOMAINS OF TAIWAN

　兩岸經貿開放後，我國的海空交通漸趨熱絡，因此也增加海上危機發生的機率。海軍為我國海防的第一線單位，因此如何在危機產生時立即掌握與處置，便成為資訊化時代一項重要的課題。本文從「以網路為中心的戰爭」及C4ISR的概念，以文獻分析國內的通信、資訊、情報資源，並參考國外的相關系統提出一整合政府與國軍資源的C4ISR系統，增進海軍在執行海上危機管理時的效率，以滿足未來海上危機發生時的多重需求。

　　Since economics and trades has opened up between Taiwan and China, the air and sea traffic will become more and more heavy as well as arise the probability of maritime crisis. Navy is the first line of sea defense in the country, however, how to control and manage the maritime crisis that is a serious issue to the Navy in the information age. This paper analyses Taiwanese communication, computer and intelligence resources and review related systems abroad from the “ Network-centric Warfare” and C4ISR concept to present a architecture of C4ISR system that integrating the government and military resources. This system can help facilitate the accomplishment of the Navy’s maritime crisis management missions and meet the requirement of multiple maritime threats in the future.
