危機管理與危機團隊之研析

摘要

  危機包括兩種意義,是危險,也是轉機。管理和處理有不同層次的意義,管理包括事前防範未然、事後累積經驗等不同階段的處理。「處理」是指面對問題時,有許多可選擇的策略方式。近年來,在此多元化的發展下,許多企業團體及政府機關或因內部管理失當,或因人為疏失,而導致危害案例件頻傳,影響組織生命財產安全。因此危機處理策略模式機制,須於事前建立,以補強風險管理機制之不足。於遇見問題時,才不至慌亂失措。本研究就¬『危機管理團隊』之內容結構,其中包括『團隊』、『有效率團隊的特質』、『團隊的認同感』等概說,作一系統性的研析

ABSTRACT

  Crisis possesses two different characters: it could be a danger that damages organization’s benefits; or an opportunity that increases organization’s benefits. Therefore, a well-organized crisis management consists of several key elements such as crisis prevention, crisis handling and crisis recovery. A well-planned crisis management provides multiple strategies encountering different challenges. On the other hand, organization might suffer lethal loss either on human lives or property due to poor crisis management or human errors. It is important to reinforce the risk management by establishing a proper crisis management strategy. Current paper is a pilot study on crisis management team in the area on its characteristics, efficiency, and self- identification.
