危機處理策略之研析

A STUDY OF CRISIS HANDLING STRATEGY

　　危機處理是危機管理中最需立即反應的重要階段，也是組織中極為重要的一門課題。如一九六二年古巴飛彈事件、一九九一及二○○三年美伊波斯灣戰爭事件，許多專家具體而深入的探討原因，也試圖分析說明危機的發生原因、特性及類別等，並歸納危機處理的原則，策略與實施步驟，對於後續的發展與影響，當然也是很好的研究題材。由個案到通案，由實務到理論，危機處理這門學科的內涵，正蓬勃快速的成長。

　　Crisis handling is one of the most important part in crisis management in which a prompt react is necessary. Crisis management is a developing social science originated from crisis processing procedure when a nation facing military challenges, for example, the Cuba missile crisis in 1962, and the Persian Gulf Wars in 1991 and 2003. The root causes, characteristics and categories of those crises are particularly interesting to many scholars in developing a conclusive analysis tool on principles, strategy, and necessary measures for crisis resolutions. Current study focuses on the fundamental and subsequent impacts on organization development and responses toward such incident/ accident. Through some common or particular case studies, current paper provides a theoretical and practical application for military crisis management through this fast-developing science.
