運用作業風險管理探討進行登山活動之危機管理

摘要

  台灣地理環境特殊,為世界上高山密度最高的島嶼,三千公尺以上的山峰就有兩百多座,是國內外登山客熱門的地點之一。台灣山峰高度高,又處於太平洋地震帶、夏季颱風頻繁,北部冬季、南部夏季都為傳統雨季,雨量驚人。加上從事登山人次的逐年提高,一般登山或健行者對於登山危險的認知薄弱與風險控管準備不足,導致台灣山難事故的頻繁發生,輕者造成社會資源的浪費,重者發生性命的傷亡。本研究使用作業風險管理,以求發現登山可能風險並能提供有效的改善方法與對策,希望能減少在進行登山活動時發生山難的機會。

ABSTRACT

 There are has more than 200 mountains that are more than 3,000m height, and attracts many mountain climbers all over the world.
  Rain fall and typhoons are the two major natural hazards for climber or hikers in summer, the ignorance of these dangers might occur climbing accidents. The consequences might be either the loss of lives or a waste of social rescue resources. This study tries to find out the possible risks of mountain climbing and offer some efficient methods to get rid of them by using Operational Risk Management, and hope to reduce the occurrence of climbing accidents when doing climbing activities.
