職業安全衛生管理系統之研究

A STUDY ON THE MANAGEMENT SYSTEM OF OCCUPATIONAL SAFETY AND HEALTH

　　現行之職業安全衛生相關法規，對於各行業者及其承攬廠商，從事工作所必要之安全衛生管理與措施，雖有相當詳盡之規定，惟依各行業重大職業災害發生件數比例顯示，職業災害並未有顯著下降趨勢，究其原因乃事業單位缺乏安全衛生之自主管理能力，無法發揮自律管理機制，因此為減少職業災害之發生，必須建立完善的職業安全衛生管理系統。本研究從安全衛生管理系統架構，分析職業安全衛生管理系統應包括安全衛生政策、組織、規劃與實施、評估和改善措施等，及探討事業單位經營者應有之安全衛生理念，並研究職業安全衛生政策的制度制訂、組織架構、安全衛生協議組織與管理規章，在安全衛生管理規章方面，研究內容包括安全衛生政策，管理體制、教育訓練、自動檢查、緊急應變、健康管理及承攬管理等事項。研究結果顯示，為減少職業災害之發生，各行業者必須建立完善的職業安全衛生管理系統，將安全衛生管理與企業績效管理結合，並藉安全衛生政策、組織架構、制度規章、計畫實施、績效管理、系統評估等管理措施，以達成事業單位安全衛生自主管理之目標。此外事業單位必須體認安全衛生不再只是技術的問題，必須藉由持續、自主的安全衛生改善管理活動，來建立其安全衛生自律管理機制，以降低職業災害的發生。

　　The occupational safety and health is not only concerning the basic subsistence authority of the labors but also concerning the maintenance of manpower and the economic development of the society. For the purpose of protecting labors’ safety and health, the employers and labors should participate the activities of occupational safety and health together. In the meantime, the professional technical identification as well as the education and training of occupational safety and health should be carried out zealously. In this research, we study the management system of occupational safety and health. We expect that the occupational accidents can be reduced down and the injured labors can re-enter the occupational region as soon as possible after the performance of an effective education and training of occupational safety and health.
