建築物防火性能設計後續營運管理之研究~以台北市某購物中心挑高廣場為例

THE STUDY OF OPERATION MANAGEMENT OF PERFORMANCE-BASED DESIGN BUILDING A CASE STUDY OF SHOPPING CENTER

　　近年來防火性能設計成為國際趨勢，台灣已有多起防火性能設計（如：台北101、京華城、台北小巨蛋…等）。本研究透過個案研究法及深度訪談法，以台北市採性能設計之某購物中心挑高廣場為例，訪談該購物中心之管理階層、防災中心人員、場所內特定使用人員、當地消防及建管主管機關等，分析其對該建築物當初防火性能設計之內容及所屬權責之了解程度。研究發現，上述購物中心人員對於防火性能設計之條件及限制雖不甚了解，然其平時之防火安全管理與作為，多依循既定之S.O.P.執行，大多可符合當初之防火性能設計條件。本研究結果可做為上述三個單位在防火管理營運及防火性能設計制度執行上之參考。

　　In the recent years, Performance-based design has been a tendency in the world. There are many Performance-based design cases in Taiwan, such as Taipei 101, Living Mall, Taipei Arena.. etc. This study used case study and in-depth interview methods for the case of shopping mall that designed by Performance-based design in Taipei. The study interviewed managers, operators of emergency center, employees of the shopping mall and local firemen for analyzing their understanding of the Performance-based design plan of the building. Our finding indicated that the people we interviewed all had no idea about the plan. However, the shopping mall created another fire protection management system and most of its contents tally with the plan. The results of the research can offer the designer, user and local fire department to consider about how to link up design idea with management system of Performance-based design plan.
