運用「人為因素分析與歸類系統」辨識海事事件中之人為失誤

摘要

  本研究以「人為因素分析與歸類系統,Human Factors Analysis and Classification System;HFACS」為理論架構,探討從88年至96年間,因人為失誤而造成的131件海事事件及危安事件,以進一步檢驗Wiegmann & Shappell(2003)所提出之假設「HFACS架構中每一較高層級均會直接影響下一層級的子項目」,HFACS闡述人為失誤各個不同層級的子項目之間的連結。本研究亦檢定HFACS理論運用到海事事件以辨識人為失誤的信度,提供未來從事海事事件調查或研擬失事預防策略之參考。

Abstract

  This research is based on the 「Human Factors Analysis and Classification System; HFACS」to figure out the potential causes of human errors of the 131 cases of maritime security mishaps happened between 1999 and 2007. Furthermore, it is to examine the hypothesis of HFACS by Wiegmann & Shappell (2003) that the categories of higher levels have direct impact on the categories of lower levers for the HFACS framework, and to interpret the correlation of human errors and to give countermeasures. Moreover, the research is aimed at to inspect the reliability of HFACS, to assess the feasibility of HFACS for investigating human error on maritime mishaps and to provide accident prevention strategies for future operation.
