國籍航空運輸業定翼機飛航事故之風險管理--以事故發生原因為例

A STUDY ON RISK MANAGEMENT OF NATIONALITY CIVIL AVIATION INDUSTRY FIXED-WING AIRPLANE— ACCIDENT CAUSES AS EXAMPLE

　　風險管理為一風險辨識、評估及控制風險之執行程序，如果可以善用將會使組織整體的運作績效及安全水準提高。風險管理並不是要完全避免風險，而是面對風險，並以系統化的方式來降低風險。但由於時間的局限且資源有限，因此，解決問題的方法必須是一個在有效率、低風險且具經濟效益的方法。本研究應用風險管理於國籍民用航空運輸業定翼機航空安全之研究，以1997-2006年間國籍民用航空運輸業定翼機第一、二級事故發生原因(Causes/factors）分類統計，進行風險管理概念架構及風險管理應用技術之探討。

　　The risk management is of executive routine of risk identification, the appraisal and the control risk. If used wisely, it could greatly improve both the management operations and the security level. The point of risk management is not to avoid the risk, but to face the risk by using a systematic way which therefore reduces the risk. However, due to time limitations, and that resources are limited, the problem solving methods should be efficient, low risk, and economical. This research was implemented from the research conducted in the nationality civil aviation industry fixed-wing airplane aviation safety during the period of 1997-2006. The nationality civil aviation industry fixed-wing airplane first-level, second-level accident has the reason (Causes/factors) to classify the statistics that carries on the risk management concept construction and discussion of the risk management applied technology.
