台電員工傷害事故分析

摘要

    電力是經濟發展的原動力，也是現代人民維持高品質生活不可或缺的能源，且電力事業的開發與經營恆居國家建設重要地位，投資浩大，技術精深。由於台灣電力公司 ( 以下簡稱台電公司 ) 所屬單位、人員遍佈於全省各地，其工作危險性偏高，環境殊異，致使安全衛生管理推動困難，員工傷害頻率及嚴重率偏高，因此抑制傷害事故發生、保障員工之生命與安全，以穩定電業之持續發展，實為當務之急。本研究主要回顧台電公司各單位自八十六年至九十五年間所發生之員工工作傷害個案 ( 包括死亡及失能傷害 ) ，並依據發生災害之月份別、部門別、星期別、發生傷害時之年齡別、工作年資之工作經驗別、發生傷害之媒介物別及災害類型等歸類並進行分析，找出台電員工工作災害事故的主要肇因及其潛在危害因子，瞭解發生災害之特性與影響降災之障礙，並從制度面及執行面探討現階段所應加強的安全衛生管理職能。最後提出適當防止災害之策略與修正建議，期能提供未來推展防災施政與管理之參考。

Abstract

Electricity is the motive power of economic development and has become a necessary energy in modern life. The developing and operating for power industry is always important in national development and construction. We analyzed work-related single accident that occurred in 1997 to 2006. for each single accident, month, department, week, age, level of experience, source of injury and accident type were classified into several useful categories. This research finds out the hazard factors in the Taiwan Power company in order to understand the assessment results of the hazardous factors, the importance of principles and the similarity and dissimilarity for workers.
