Abstract

Innovation activity will be affected by technology 、 capital 、 marketing and environment, due to those concerned factors are existed uncertainly. Especially the small and medium enterprise owns resource deficiency, and innovation can be the key successful factor, also it is accompany with the risk: Achilles （ 荷馬的史詩《伊利亞特》中的英雄人物，傳說阿基琉斯出生後，其母 Thetis 倒提著他浸泡於冥河 (Styx) 之中，使他除腳根外，渾身上下刀槍不入。 ） heel or opportunity?

The innovation can be success or not will be affected by seven kinds of risk-technology 、 marke 、 financial 、 production 、 management 、 decision-making 、 macro-environment and policy. The above risk can be divided 39 factors, any innovation activity can be caused unsuccessful by these factors.

This study focus on risk identify 、 risk analysis 、 risk strategy 、 and risk monitor to built up 「 Enterprise Technological Risk Management System ； ETRMSA 」 for small and medium business , to reduce mistaking possibility when they try to make decision , and improve their innovation value.

The motivation of technology innovation always be restricted by those concerned high risk 。 If the government can have right policy to create a positive technology innovation environment, it will be helpful to the enterprises to improve their technology.
