Practical Crisis Management: How to Write and Drill the Scenario as well as Establish the Standard Operation Procedure

　　危機處理實為危機管理中極為重要之一環，對危機事件是否處理得當，端賴平時預防準備事項是否得宜，及能否做出充分之準備與適當的處置。本文純就實務經驗來解析危機處理中之想定及標準作業程序之寫作及運用，並虛擬一消防個案來詳細說明想定及標準作業程序之寫作要領，期能有所貢獻。

　　This paper aims to deal with writing and drilling the scenario as well as establishing the standard operation procedure for the crisis management by author ' s experiences. Furthermore, the paper also offers a virtual fire event used to illustrate the gist of the scenario and the standard operation procedure.
